“When a correctional facility is slated for closure, the corrections department is supposed to do three things: notify the governor, prepare a study about the economic impact on communities and notify those communities that will be affected. When Moriah Shock was proposed for closure, no such study was done. Instead, Essex County prepared the study themselves and the results were eye-opening at best. Essex County is one of the poorest counties in the state and if Moriah Shock closes, jobs will be lost and Moriah, as well as surrounding towns, will be devastated. My colleagues and I have prepared a report that includes solutions to prevent the closure of facilities across New York, saving local economies.”
